Abstract
The aim of the thesis is to put the architect's technical knowledge within a great horizon, that of the 21st century migrant crisis. The study investigates the phenomenon of immigration and its implications at a global level, later in a local scale, in order to develop an inclusive strategy for the city of Turin. Today, in the local Turinese dimension there are two traditionally defined "crisis" conditions. On the one hand, the continuous and growing flow of people coming from countries of international conflict, creates a mass of "new inhabitants", with housing and welfare needs to which the local territory is not always ready to respond. On the other hand, the economic crisis and the change in production systems have left the city running real "urban voids", for which we still can not redefine a good function. Placing ourselves on the intersection between these two "crisis conditions", our research has given its interpretation of the "favorable conditions", plausible both to the collective of the new inhabitants and to the City.
The research is composed of three parts. In the first part, migration flow is studied within a global panorama, through a scientific approach, supported by literature review, definitions, theories, maps, data and some case studies of cities, which already took an action on this kind of phenomena. The second part explores the case of Italy concerning the present situation of migrants, its bureaucracy, the accommodation system and specifically looks into the city of Turin through interviews, legislation, maps and statics. It reveals the most problematic points of the existing network and draws some outlines for a possible action. Afterwards, the third part introduces a specific decision-making tool, a scientific method with the aim of proposing an urban strategy for new inhabitants. This method, based on a multi-criteria mathematical model, was elaborated starting from the article by Costa A.S., Figueira J.R., Borbinha J., A Multiple Criteria Nominal Classification Method Based on the Concepts of Similarity and Dissimilarity with the support of Prof. Lami I.M. (Polytechnic of Turin) and Prof. Greco S. (University of Catania).
The aim of this tool is to find out which of the abandoned buildings in Turin can best accommodate each group of immigrants, according to their status. As far as the architect's technical knowledge is concerned, this translates into providing the city of inclusive equipment and, before that, making the existing network and decision-making choices ready to define the goals to be achieved. On the one hand, it is proposed to include in the local context of hospitality centers that look at the different situations of the new inhabitants, in that single case, to that family with specific needs, without orienting them in random structures but planning their placement in urban space. On the other hand, the idea is to start a process of regeneration, recovery and revitalization of discontinuous areas or at the time with other uses in the Turin territory. In conclusion, the thesis enhances that the execution of a strategy is essential for the maximization of the inclusion of migrants in the urban context, which will make a contribution to the arrival city.
